Principles
Deter
- Amplify the deterrence value of security measures within a site through an effective communications campaign
- Reduce the effectiveness of an attack by ensuring key assets or buildings are not signposted in ways that would help an adversary. Channel adversaries towards non-critical components or areas where possible where a response force can safely intervene
Examples
- Signs within the area warning 'keep out' to prevent the triggering of security systems but not providing any details of the system(s)
- Use of site signage (directions, health and safety warnings) to deter adversaries from approaching critical areas
Detect
- Identify unauthorised intrusion within the site perimeter
- Enable the tracking of an attack force within the site perimeter ensuring the situational awareness is maintained to enable the direction of the response force
Examples
- Use of free-standing perimeter intrusion detection systems, supported by CCTV and light to detect an intruder within the site
- Configuring the security control room and supporting technologies to maximise both the likelihood of detection and situational awareness to assist with the direction of the response
Delay
- Implement additional security measures within the perimeter to provide confusion and obstruction to the attack force in order to slow their progress during a site incursion
Examples
- Maximising the area between the perimeter and the asset
- Use both natural (ditches, rises in ground level and planting) and man-made (demarcation fences, non-critical buildings and cable tidies) obstacles to slow progress
Mitigate
- Maximise standoff to critical assets within the site
- Consider the impact of an attack on structures and equipment within the site, selecting appropriate protective security measures
Examples
- Situate car parking either outside your perimeter or at a significant distance from critical assets; where appropriate enforce using vehicle security barriers
- Limit access to critical equipment to authorised staff
Response
- Determine what response is required within your site for the range of threats your site faces and ensure measures are in tied into response plans
- Where appropriate exercise your response plans with relevant internal and external stakeholders
Example
- Using CCTV to track and direct the response force to an intruder on the site
- Develop a communications plan with your response force to ensure consistency in the accuracy and clarity of information provided
